Parking Permit Applications, Payments and Refunds

All Monmouth College parking lots and parking areas, including those streets and drives maintained by the College, require a College-issued parking permit.  Unfortunately, not everyone who wants to park on campus can be accommodated. There are fewer than 1,000 parking spaces on campus and more than 1,500 students, faculty, staff, and visitors on campus daily.

The number of parking permits sold each year is limited to the roughly equivalent number of campus spaces designated for student parking. However, possession of a parking permit does not guarantee that a parking space will always be available.

The opportunity to purchase a student parking permit (see Student Permits and Fees below) is first given to returning students who will reside on campus. Requests received after July 2, 2007, will be given the same priority as those made by new students who will reside on campus.

Freshmen are required to park in the Euclid Parking Lot, unless they have been otherwise authorized by Campus Services.

If no parking permits are available at the time of the request, a student will be issued a free registration decal. Free registration decals are provided for vehicle identification only and except during weekends (i.e., 5:00 pm Friday to 5:00 pm Sunday) do not allow the vehicle to be parked on campus.

The permit application process is held during the spring semester housing registration for returning students. Freshmen and transfer students are sent a parking registration form during the summer.

Parking permits will be issued to students upon returning to campus, with fees charged to their student accounts at the time of receipt.

A refund for a returned and unused parking permit is allowed if requested within the first seven calendar days of each semester. If the old permit is not returned, or if proof of destruction is not provided, the full per-semester fee will be charged.


Student Parking Permits and Fees 2007-2008

  • General Student Permit
    $75 per semester with parking available in all GRAY lots
     
  • Euclid Lot Permit
    $35 per semester with parking available in GREEN lot only
     
  • Founders Village
    All GRAY lots and GOLD lot
     
  • Faculty/Staff/Visitors
    All WHITE lots
     
  • Registration Decal
    No parking on campus
     
  • GOLD lot is restricted to Founders Village residents only.
     
  • Parking by students in WHITE lots is allowed from 5:00 p.m. to 6:00 a.m. on weekdays.
     
  • With the exception of the GOLD lot, all parking lots are open 5:00 p.m. Friday to 5:00 p.m. Sunday.
     

Conditions and Responsibilities
Parking on the Monmouth College campus is a privilege that may be revoked at the discretion of Monmouth College.

It is the responsibility of the parking permit holder to properly display the remit (right side, front windshield for automobiles, and rear fender for motorcycles and scooters.) Incorrect display of the parking permit may result in the issuance of a parking ticket and associated fine. If an alternative vehicle is used by a parking permit holder, a temporary parking permit must be obtained from the Stockdale Center Office.

Monmouth College reserves the right to permanently change all parking rules and regulations in order to make improvements or to facilitate operations. Students, faculty and staff will be informed of such changes by public notice (e.g., electronic bulletin board, etc.).

Vehicle owners or parking permit holders who have received more than four parking tickets during an academic year will be required to permanently remove their vehicles from campus, and no refund will be provided. Vehicle owners or parking permit holders who are required to permanently remove their vehicles, but fail to do so will be referred to the appropriate administrative office (Student Affairs, Personnel, etc.) for disciplinary action.

General Rules and Regulations

  1. Parking in all Monmouth College parking lots or College-maintained streets requires the appropriate College-issued parking permit.
     
  2. All Monmouth College students, faculty and staff must register their vehicles and properly display a registration decal or parking permit at all times.
     
  3. Parking is prohibited in campus fire lanes (e.g., Stockdale drive) at all times.
     
  4. Blocking or obstructing traffic in parking areas, service drives, curbs, islands, loading docks or trash dumpsters is prohibited.
     
  5. Parking in or along College drives is prohibited, except where specifically designated.
     
  6. Parking on or blocking sidewalks or other pedestrian pathways is prohibited.
     
  7. Parking or driving on College lawns is prohibited.
     
  8. While driving on College property, motorists must yield right-of-way to pedestrians.
     
  9. All current parking permits remain the property of Monmouth College and may not be sold or transferred to other parties.
     
  10. Full price will be charged for lost or stolen parking permits. Anyone found in possession of a stolen parking permit will be fined, lose all parking privileges on campus, and reported to the appropriate authority (e.g., Student Affairs, Personnel).
     
  11. Head Resident parking requires an HR parking permit.
     
  12. Euclid Lot permit holders found parked on campus (e.g., lots, roads or drives) or on a city street will be fined.
     
  13. All parking rules and regulations apply to motorcycles and mopeds. Motor vehicle use, including motorcycles and mopeds, is strictly prohibited on college walkways. (Use of non-licensed motorized vehicles, such as golf carts, is prohibited unless specifically authorized by the administration or physical plant.)
     
  14. Designated motorcycle parking spaces are provided when weather permits.
     
  15. Students whose parents are employed by Monmouth College or otherwise have access to a vehicle with an employee parking permit are not authorized to park that vehicle in designated faculty and staff spaces.
     
  16. Students may not park in designated Faculty/Staff lots from 6:00 a.m. to 5:00 p.m. weekdays.
     
  17. All parking lots are open from 5:00 p.m. Friday to 5:00 p.m. Sunday, except when/where specifically designated as reserved.
     
  18. Use of parking spaces designated for service/delivery only is limited to the period of time spent actively loading or unloading the vehicle, and the vehicle must be attended at all times.
     
  19. Visitor Parking spaces may be used by campus visitors only.
     
  20. In the event of a license plate change, a new vehicle is obtained, or a loaner/ temporary vehicle is brought to campus, Campus Services (lower level, Poling Hall) must be notified.

Handicapped Parking
A number of campus parking spaces are designated for handicapped parking. These parking spaces are clearly marked and are restricted for use by individuals displaying valid handicapped permits issued by licensed physicians or state-issued handicapped license plates.

Tickets and Fines
Parking tickets will be issued to any vehicles found to be in violation of the rules and regulations set forth in this guide or as posted (i.e., signs, electronic bulletin board, etc.) by Monmouth College. Failure to find a parking ticket on the vehicle does not invalidate the parking ticket or the associated fine.

Fines associated with parking tickets:
 

Unregistered Motor Vehicle, $100
Parking or Driving on College Lawns, $50
Parking in Handicapped Space without Permit, $50
All Other Violations (i.e., unauthorized lot, restricted areas, sidewalks/pathways/driveways, blocking dumpsters, double-parking, etc.), $20

Appeals
Parking tickets issued to students may be appealed in writing to the Student Motor Vehicle Appeals Board (Campus Mail Box 1). Written appeals must be received within 14 calendar days of the date the parking ticket was issued. Appeals received after the 14-day deadline will be considered untimely and will not be given consideration.

Theft and Damage
Parking permits or registration decals do not include or imply security protection. Monmouth College assumes o responsibility for theft or damage to motor vehicles or their contents. Vehicles should be locked at all times.

Inoperable or Abandoned Vehicles
The owner or driver of a vehicle that is in violation of Monmouth College parking rules and regulations, but is unable to be moved due to mechanical difficulties, must immediately report the vehicle to the Physical Plant Office or Campus Security.

Towing of Vehicles
Vehicles parked illegally will be towed at the owner's expense by Berg's Towing, 309-734-1999. The towing charge is $50.00. A storage charge of $15.00 per day will also be assessed.

Administration and Office Locations
Overall coordination of the parking program at Monmouth College is the responsibility of the Business Office. However, certain aspects of the parking program, including enforcement and registration, are delegated among other administrative offices. Inquiries regarding parking regulations and procedures should be directed to the Physical Plant Office.

City Parking Ordinances / Snow Routes
City of Monmouth ordinances require all residents, including Monmouth College students, with motor vehicles (cars, trucks, motorcycles, etc.) to pay a City wheel tax. Wheel tax stickers may be obtained at the Monmouth City Hall (100 East Broadway) during regular business hours.

Parking along city streets is limited and violations will be enforced by the Monmouth Police Department.

All students bringing vehicles to Monmouth should be aware that parking on city streets is limited to 72 hours at any one location ($25 fine). In addition, overnight parking on city streets in most residential neighborhoods surrounding the campus is prohibited ($20 fine).

A number of streets bordering the campus, including East Broadway, North Sixth and East Euclid, are designated by the City of Monmouth as "Emergency/Snow Routes." In the event of snow, the City of Monmouth prohibits parking on these streets until the snow has been cleared ($50 fine).

Temporary Parking Permits / Visitors
Any students who currently have a Monmouth College Parking Permit may obtain a temporary permit from the Stockdale Center Office.  Unless approved prior to issuance, temporary permits will be valid for no longer than two weeks.  Visitors may obtain from the Stockdale Center or Admission Office a temporary parking permit for restricted use. Students, faculty and staff are not considered visitors and may not display a visitor permit on their vehicles. Vehicles used by visitors are subject to the rules and regulations stated on this page or as posted by Monmouth College.

Founded in 1853, Monmouth College is a nationally-ranked liberal arts college affiliated with the Presbyterian Church (USA). Located in western Illinois, midway between Chicago and St. Louis, Monmouth has an enrollment of 1,350 students, most of whom live on campus in eleven attractive residence halls and a modern apartment complex.

Monmouth's faculty devotes its full attention to undergraduate teaching. A new general-education based curriculum, designed to better prepare students for the challenges of living and working in the 21st century, was recently adopted.
